18/11/2019 – Incontro con Regione e Provincia
Nella mattinata di lunedì 18 novembre abbiamo incontrato l’assessore regionale Claudia Maria Terzi e il presidente della provincia Gianfranco Gafforelli. Avevamo chiesto questo incontro nella nostra lettera aperta del 21 ottobre scorso per discutere con le istituzioni della situazione in cui versa il trasporto pubblico della nostra provincia e siamo lieti di poter annunciare che il nostro invito è stato accettato. Per dovere di cronaca, alla riunione erano presenti anche un collaboratore dell’assessore e il delegato provinciale all’Edilizia Scolastica e Trasporto Pubblico Locale prof. Claudio Cancelli. In rappresentanza dei genitori erano invece presenti, oltre al comitato Vado a Scuola Sicuro, il CoorCoGe e un rappresentante di ciascuno dei 5 ambiti scolastici in cui è suddivisa la nostra provincia.
È stato un incontro cordiale e molto proficuo in cui abbiamo esposto le nostre richieste, avanzato le nostre proposte e ottenuto degli importanti successi che qui riassumo:
- la nostra proposta di dotare tutti i mezzi pubblici di un contapersone e di un GPS è stata accolta: verrà inserito un punto nel bando di gara per l’appalto del servizio pubblico della provincia di Bergamo che verrà pubblicato l’anno prossimo in modo da obbligare le aziende a dotarsene;
- il presidente Gafforelli si è impegnato ad erogare un altro contributo straordinario di 50.000 € all’Agenzia del Trasporto Pubblico Locale di Bergamo per far fronte ai problemi che ci sono in essere. Ha fatto notare che questo si aggiunge al contributo, sempre straordinario che aveva annunciato il 15 ottobre scorso per cui la provincia, quest’anno metterà ben 150.000 € in più rispetto a quanto programmato.
- Un’altra ottima notizia e che si è impegnato a far sì che questo contributo venga messo a bilancio anche per i prossimi anni e si possa cominciare a parlare di un contributo ordinario;
- Anche l’assessore Terzi si è impegnata a far sì che il contributo straordinario per le zone disagiate venga inserito nel bilancio regionale in modo continuativo e, anche questa, è certamente un’ottima notizia;
- Entrambi si sono detti favorevoli ad incontrare la dott.ssa Graziani dirigente dell’Ufficio Territoriale Scolastico in modo da poter “sondare” il terreno in merito ad un possibile scaglionamento dell’inizio delle lezioni per alcuni istituti superiori a partire dal prossimo anno scolastico. Ovviamente, è ancora presto per poter fare delle previsioni in merito alla fattibilità di questa proposta;
- L’assessore Terzi e il presidente Gafforelli hanno accettato il prossimo incontro proposto dal CoorCoGe, ma hanno chiesto più tempo: sarebbero disposti ad incontrarci tra la metà e la fine di febbraio;
- Il presidente Gafforelli risponde positivamente per quanto riguarda il fatto di destinare all’ambito 5 parte del nuovo contributo provinciale da lui annunciato all’inizio dell’incontro, ma l’assessore Cancelli precisa che è il direttore dell’Agenzia del Trasporto Pubblico Locale a decidere dove c’è più bisogno di mettere nuove corse.
Dall’incontro, emerge anche l’importanza che:
- le istituzioni locali (comuni e comunità montane) partecipino alle periodiche assemblee dell’ATPL per favorire un’analisi puntuale delle problematiche presenti nei diversi territori ed ambiti e la definizione delle misure e risorse necessarie per la loro soluzione;
- si cominci a ragionare, e a ogni livello, in termini di Mobilità Sostenibile perchè questa è una priorità che non può più essere rimandata in nessuna parte del mondo. Si dovranno favorire iniziative di car-sharing, di bike-sharing, l’acquisto di autobus elettrici, la realizzazione di percorsi pedonali sicuri per gli studenti residenti nei comuni limitrofi ai plessi scolastici e così via.
A questo punto, rimaniamo in attesa di verificare se gli impegni presi verranno effettivamente portati avanti. Ad ogni modo, non possiamo che esprimere positività per il cammino fin qui percorso.
